The board meeting agenda focused on new business regarding signage applications. Specifically, the board reviewed proposals for one illuminated pole sign and one illuminated wall sign for the Jimmy John's location at 36099 Euclid Ave.

The board reviewed several new business items including signage requests for Double D's Honkeytonk & Smokehouse, Roots Salon & Barbershack, and VSD Realty. Additionally, the board considered a proposal for a new single-family residence at The Villas at Union Pointe submitted by Probuilt Homes.

The Council of the City of Willoughby passed several legislative items during the regular meeting. Key actions included the amendment of Chapter 913 regarding Sanitary Sewerage System Charges and a surcharge for Extra-Strength Wastes (Ordinance No. 2026-10). Resolutions approved the acceptance of Change Order No. 2 for the Osborne Park Coastal Improvements Phase 2, the declaration of obsolete status and subsequent sale of a 2015 Ford Explorer K9 vehicle, and an expenditure of $25,000.00 from the Public Art Fund for an America 250 commemoration performance. Furthermore, the Council authorized the City Engineer to prepare specifications for the 2026 Voluntary Sidewalk Program, approved a lease agreement with the West Channel Yacht Club for property use, accepted the Final Plat for The Enclave at Literary Pointe Phase 2, and amended temporary appropriations for current expenses.

The business portion of the meeting included the presentation of the Annual Report and updates on two key projects: the Lakeshore East Equalization Basin Project Phase I & II, and the Plains Road Forcemain Condition Analysis Project.

The Council meeting included discussions and actions on various ordinances and resolutions. Topics covered amendments to chapters of the Codified Ordinances, replacement of the chapter on Transient Guest Tax, and amendments to Transient Guest Registration. Resolutions were passed to authorize applications for financial assistance for Playground Equipment, reject bids for Playground Equipment and Park Amenities, approve change orders for the Police Station Console Equipment and Services Agreement and the Nason Basin to Grove Avenue Storm Sewer Phase 1 Project, adopt the City of Willoughby Cybersecurity Program, authorize amendments to the Manning & Payroll Ordinance, amend a resolution for current expenses, authorize the transfer of funds, authorize temporary appropriations, authorize a contract agreement for Floodplain Restoration and Recreational Trail Improvements, and honor Service Director Richard G. Palmisano.
