Key components include hazard assessment, detailed response organization involving a Municipal Emergency Coordination Centre (MECC), communication protocols, resource management, and established procedures for declarations of local emergencies and evacuations, aiming to build a disaster-resilient community through continuous improvement.

This Ministerial Regulation establishes the Harcourt Local Service District Rural Plan under the Community Planning Act.
