The Launch Liberal 2035 Comprehensive Plan serves as a guiding document for the city's growth and development over the next decade, incorporating feedback from residents. It outlines specific goals and strategies centered on five core values: supporting safe and attainable housing, fostering a connected community with efficient travel options, creating distinctive spaces that build community pride, providing enjoyable recreation through connected park spaces, and strengthening the economy through diverse business growth, expanded employment, and downtown revitalization.

The strategic plan for the City of Liberal, named Launch Liberal 2035, focuses on several key areas including housing, transportation, community identity, parks and recreation, and economic development. It aims to provide safe and attainable housing, efficient and safe transportation options, unique and identifiable places, great and connected park spaces, and a strong economic base with a diverse business community. The plan emphasizes community engagement, strategic partnerships, and data-driven decision-making to achieve its goals.

The City of Liberal Safe Streets and Roads for All Action Plan, developed in collaboration with the US-83 Coalition, aims to eliminate traffic fatalities and severe injuries by 2035. It focuses on key areas such as improving intersections, occupant protection, and reducing roadway departures through infrastructure improvements, public outreach, and policy changes. The plan prioritizes equity, data-driven strategies, and community engagement to create a safer transportation system for all users.

The agenda includes a proclamation for Intellectual and Developmental Disabilities Awareness Month, approval of airport leases, consideration of rescinding Charter Ordinance 38, and discussion of Ordinances 4598 and 4599 regarding rezoning and special use permits. Also on the agenda are Resolutions 2395 and 2396, which set public hearings for Rural Housing Incentive Districts (RHID) for the Chance Road/Apache Lane and Larry Street/Hickory Street developments. Additional items include a street lighting purchase for North Kansas Ave, AEAS Program Proposals, airport fire training, a fire department annual turnout coat and pant replacement purchase, basketball court resurfacing, and INA alerts for access control and cameras for the Police Department and Recreation Center.

The City Commission agenda includes items such as a HUGS donation to the Recreation Center, approval of the agenda and minutes from previous meetings, items from citizens and groups, and a consent agenda including acceptance of board minutes from the Liberal Housing Authority. Discussions will be held regarding public water supply improvements, a moderate income housing grant, LPD patrol vehicles, appointments to the Planning and Zoning Commission, amendments to zoning codes, McCray Park lighting, and an agreement for a runway lighting project. Additionally, there will be city staff reports, a city manager's report, items from commissioners, and review of vouchers.
