The Council discussed various legislative items, including the donation and acceptance of a historic clock replica, the approval of a five-year fixed volume energy supply schedule, and a funding agreement with Providing Oberlin with Efficiency Responsibly, Inc. The Council also approved a transit services agreement with Lorain County Transit for 2026, established a community reinvestment area for senior housing, amended civil service rules to include firefighters, and held a first reading on a municipal appropriation ordinance for the 2026 fiscal year.

The City Council held a public hearing to consider a recommendation by the Planning Commission to adopt a new zoning code and map. Key discussion topics included the proposed elimination of minimum off-street parking requirements and its potential impact on on-street parking and snow removal, as well as inquiries regarding ADA requirements for parking lots. The emergency meeting was convened for the express purpose of adjourning into an executive session to consider matters related to the employment and compensation of the City Law Director. Following the executive session, the meeting was reconvened and subsequently adjourned as no further business was presented.

The Planning Commission conducted a joint review of the new draft zoning code with the Zoning Board of Appeals. Key discussion topics included regulations for home occupations, roof pitch requirements in the Downtown Commercial District, architectural treatment and façade color standards in commercial districts, and the inclusion of bees as an allowable species in agricultural uses.
