Key discussions during the recorded session included a review of recent receipts and bills, noting a high electric bill of approximately $30,000 and debt service payments. A significant announcement concerned the establishment of the Morris and Leona Ingram Memorial Scholarship for Future Educators, a $1 million endowment to assist graduating Green County High School seniors, prioritizing first-generation college students planning to enter education. The board also discussed the proposed 2020-2021 working budget, which was noted as conservative due to COVID-19 uncertainty, with assumptions including no tax increases and frozen fringe benefits. Budgetary focus areas included a balanced general fund exceeding $13 million, bus replacement funded partially by the Volkswagen settlement and a clean diesel grant, and facility upgrades budgeted at approximately $180,000 for middle and high schools. Debt service projections were reviewed, showing a decrease for the current year due to the payoff of primary school and central office debt. Furthermore, contingency funds were intentionally set high at over $1.5 million (11% contingency) as a buffer against potential state budget cuts or increased operational costs related to COVID-19. The board also considered keeping tax rates the same due to a boost in assessments and began reviewing considerations for district facility upgrades, including track refurbishment.

The meeting included discussions regarding financial obligations, noting a significant final payment of approximately $110,000 for the 10 scores project. Discussions also covered adjustments to staff salary tables, specifically moving nurses from seven to eight hours per day to align with Cumberland Family Medical's schedule, and adding Area Technology Center staff to the salary table due to local control. A significant portion of the meeting addressed the 2021 school calendar, setting the first day as August 17th and the last day as the 24th, with specific provisions for early release Fridays being virtual for teacher-student check-ins. Furthermore, revisions to the reopening plan were discussed, including ensuring virtual students remain eligible for extracurricular activities, contrary to initial legal review suggestions. There was an extensive review of state and federal emergency leave policies related to COVID-19, focusing on the Families First Coronavirus Response Act and existing district policies regarding emergency leave days. A major agenda item involved the presentation of schematic design drawings for the Green County High School project by the architect, detailing compliance with state programming criteria for space allocation based on a 500-student population, leading to an estimated construction cost of about $22 million based on current square footage multipliers. Specific programming discussions covered classroom sizes, resource rooms, science labs (including flexibility for agriculture and career technical education spaces), gym size constraints relative to funding restrictions, and administrative area sizing.
