The board reviewed several zoning petitions. For 38 Walker Street, the board granted a variance and finding based on a revised design plan that excludes a basement bathroom. A request for a continuance to a later date was granted for 119 Manet Avenue. Regarding 135 Sumner Street Unit 6, the board granted a variance to exceed floor area ratio requirements to allow for interior finishing of a basement area. Finally, a request for a continuance was granted for 576 Quarry Street to allow time for a community meeting.

The commission reviewed an application for exterior signage at 16 Cottage Avenue, approving an amended version with increased sign size. The commission also approved an application for the construction of a new six-story mixed-use building at 1630 Hancock Street, including residential units, retail space, and garage parking. Furthermore, the commission approved the demolition application for the same site, subject to conditions regarding the preservation and transport of granite blocks from existing retaining walls to a city-designated location. Finally, an informational presentation was held regarding the proposed Quincy Performing Arts Center project at 1245 Hancock Street, where various stakeholders and members of the public discussed the project site, historic preservation concerns, and potential programming.

The Board of License Commissioners reviewed several requests for one-day liquor licenses and special events, including fundraisers for Tommy's Place, concert and event series for the Friends of Ruth Gordon Amphitheater, Saturdays in the Park for the Wollaston Hill Neighborhood Association, and a Freedom Celebration and parade for The Merrymount Association. Additionally, the Board approved a common victualer license for Banh Mi Boston following a change in ownership and voted to opt-in to a state-authorized temporary extension of operating hours for on-premise licensees.

The meeting includes a treasurer's report regarding reimbursement checks, a director's report, and a report from the Friends liaison. Old business items involve the election of a new secretary, voting on the FY 27 budget and meeting schedule, discussion of a foundation/DiBona donation, and review of bylaws. New business covers the FY 27 strategic action plan, an accomplishment review for FY 26, and conflict of interest training.

The committee reviewed and approved the application for the 71 Bicknell Condos affordable housing project presented by NeighborWorks Housing Solutions. Discussion topics included the homebuyer lottery process, parking requirements, and deed restrictions. The committee also reviewed a legal opinion regarding the Quincy Housing Authority application and decided to gather more information before taking action. Additionally, the committee approved all other remaining funding applications, discussed the potential for a fund audit, planned for the 20th anniversary of the Community Preservation Act, and reviewed updates to the Community Preservation Plan.
