The board conducted a public hearing regarding five proposed polling place changes, addressing public concerns about site accessibility and infrastructure at one of the locations. Following the hearing, the board officially approved the polling place resolutions for the upcoming primary election. Additionally, the Chief Clerk provided an update on voter registration statistics, mail-in ballot request and return progress, and important deadlines for the primary election cycle, while also detailing extended office hours for voter assistance. The board also noted the successful completion of training for poll workers.

The board discussed updates to meeting templates to ensure compliance with ADA requirements. The primary focus of the meeting was the review and approval of numerous property tax exemption requests for various entities, including organizations and disabled veterans, across multiple jurisdictions within the county.

The work session addressed several items, including a change order with Conference Technologies, Inc., and the presentation of Resolution No. 27 of 2026 regarding an agreement of sale for an agricultural conservation easement. The board reviewed amended agreements with Playtime Therapy, LLC, and Billings Bilingual, LLC, as well as Resolution No. 28 of 2026 concerning the allocation of opioid settlement funds. Additionally, an amended grant agreement with the Pennsylvania Emergency Management Agency was presented. Several reappointments were made to the Agricultural Preserve Board, and an appointment was made to the Auxiliary Board of Assessment Appeals.

The Board approved a change order for the Courtroom Audio and Visual Redesign and Replacement project, involving the purchase of wireless microphones. Additionally, they entered into an agreement of sale for an agricultural conservation easement in East Drumore Township. Amended agreements were approved for physical therapy services and document translation for the Early Intervention Team to reflect actual service utilization. The Board also corrected a prior resolution regarding Opioid Settlement Fund expenditures and approved an amended grant agreement with the Pennsylvania Emergency Management Agency to support the Radiation Emergency Response Fund, specifically for planning costs related to the Crane Clean Energy Center.

The meeting includes requests from Behavioral Health and Developmental Services to eliminate a vacant Caseworker position and create a Caseworker Aide position, as well as a request to establish a paid on-call system for the Intellectual and Developmental Disabilities division. Additionally, the District Attorney's office requested approval to hire an Assistant District Attorney at a salary above the starting rate. The agenda also features the presentation of a quarterly turnover report.
