This document outlines the strategic direction for the Portage County Solid Waste Management District, aiming to reduce waste sent to landfills, ensure adequate waste management capacity, and promote recycling services for a safe and healthy environment. Key priorities include ensuring robust recycling infrastructure for residents and businesses, achieving a minimum 25% reduction and recycling rate for residential/commercial solid waste, maintaining operational staff and infrastructure, providing extensive education and awareness regarding available resources, continuously seeking new methods to divert waste from landfills, and completing a comprehensive debris management plan.

The Council of the Village of Mantua convened to discuss and amend sections of Title Nine of the Codified Ordinances. The amendments facilitate a transition to monthly water and sewer billing. Key changes include billing all customers of the water and sewer service system on a monthly basis starting June 1, 2014, and adjusting meter reading practices until radio read meters are installed. The ordinance also addresses water usage rates, service charges, and sewer service charges, including adjustments to residential and commercial rates effective at various dates. Additionally, the ordinance covers tampering with water meters, final billing procedures, and delinquency charges.

The ordinance approves and adopts a permanent budget for 2026 for the Village of Mantua, following a public hearing. It details the fund balances, revenues, and expenditures for various funds including the General Fund, Street Construction Maintenance & Repair, Road and Bridge Levy, State Highway, Cemetery, Police Training, Permissive Motor Vehicle License Tax, Village Hall Note Retirement, Buchert Park Walking Trail, Capital Projects, Police Capital Improvement, and Park Improvement. The budget includes provisions for property taxes, state shared taxes, intergovernmental revenues, charges for services, and earnings on investments.

The resolution establishes a separate fund, Sewer Capital Improvement Fund 5762, for tracking revenues and expenditures related to the sewer capital improvement fee charged to the Village's sewer customers. This fund is established in accordance with Ohio Revised Code Section 5705.09(F).

The resolution discusses the election of the standard allowance available under the revenue loss provision of the Coronavirus Local Fiscal Recovery Fund established under the American Rescue Plan Act. It permits the use of these funds for the provision of government services, such as road building and maintenance, health services, general government administration, environmental remediation, public safety services, maintenance of building infrastructure, and modernization of cybersecurity.
