Board Work Session
The board held a work session to review and clarify the operations of a cash flow and bond borrowing program administered by RBC Capital Markets in partnership with the state. The discussion focused on how the program bridges the gap for school districts that experience cash flow deficits during the fiscal year due to property tax payment cycles and state equalization funding structures. The expert detailed the mechanics of how districts can borrow funds to meet operational obligations such as teacher salaries, the role of credit ratings, the repayment process, and the distinction between investment of equalization proceeds versus the loan itself.
