The City Council conducted interviews to fill a vacancy on the council. Following a series of interviews with numerous applicants, the council moved to conduct call-back interviews for four specific candidates and an initial interview for one additional applicant at a future meeting.

The meeting included a mid-year goal review workshop, a public hearing for the housing element update, and reviews of the city's strategic priorities. Key actions included the approval of records retention updates, homeless prevention service contracts, underground dry utility agreements, waste franchise extensions, and updates to the investment policy. Additionally, the council authorized amendments for police license plate reader equipment, approved updates to the hotel incentive policy, adopted budget amendments for the fiscal year, and appointed voting delegates for an upcoming conference.

The City Council conducted an Annual Goal Setting Advance workshop over two days. The council reviewed goals and accomplishments from the previous year, discussed potential goals and projects for the current year across various areas of city responsibility, and established a process and schedule for the subsequent adoption of these goals. A closed session was held for a public employee performance evaluation of the City Manager.

The council conducted interviews for a vacancy on the Planning Commission and a vacancy on the City Council, ultimately appointing a new member to the City Council. The City Manager provided a report on employee recognition and community water conservation efforts. Several items related to public improvements, professional service agreements, financial reports, and municipal code ordinances were approved via the consent calendar. A development agreement for a residential building allotment was introduced following a public hearing. Additionally, the council held a closed session to discuss anticipated litigation, existing litigation, and the performance evaluation of the City Manager.

The commission held a public session featuring a public comment segment where a request was made to agendize the Morgan Hill Stands Against Hate proposal for a future meeting. Additionally, the commission conducted a workshop regarding the planning for an international festival.
