Common Council City Carsville Webvtt
The meeting commenced with the pledge of allegiance and a prayer. Key discussions involved the continuation of a public hearing from the previous week, specifically concerning water rates and fire protection charges for outside city residents. Officials reported securing a $750,000 OKRA fund award, which will contribute to the project costs. A significant portion of the agenda focused on public comments regarding the proposed water utility rate increases. Concerns raised included the magnitude and short time frame of the proposed three-phase increase over 18 months, the disparity between city and county resident charges (especially for fire protection and service surcharges), and the potential financial burden on retirees and fixed-income individuals. In response to concerns about fire protection rates, the council committed to commissioning an in-depth, six-month cost of service study, after which fire protection rates ($16.31) would be revisited in January 2027. For all other rate adjustments, the council planned to move forward as proposed pending the study.

Area Planning Commission & Zoning Appeals WebVTT
The meeting commenced with a roll call and the opening of a public hearing concerning zoning code updates for accessory uses and related sections, which involved four distinct sections requiring individual consideration and voting. Key discussions during the public hearing involved proposed amendments to accessory use definitions, specifically clarifying references to existing code sections (e.g., section 15326 subsections G and H, and section 15337 for signage). Members also addressed typographical errors concerning the amendment effect, multiple references to section numbers, and the need to name referenced code sections for clarity, such as off-street parking and loading. Further technical points included suggestions to use current code versions when referencing external codes like the Indiana Residential Code and maintaining consistency in referencing section names rather than just numbers.

Faget County School Corporation Board of Trustees Public Work Session
The primary focus of this public work session was the financial picture and facilities planning. Key discussions centered on the critical water concerns at FA Central, where the existing well produces a low flow rate of approximately 10 gallons per minute, necessitating daily water testing and posing a risk of the storage tanks draining, which could halt school operations. The Board discussed engaging Commonwealth Engineers to study potential solutions for supplying water to the school, possibly connecting to the Connorsville system, which involves evaluating multiple routes and the hydraulic challenge of pumping water uphill to the school's elevation. The scope of work for the engineering study is outlined in a proposed task order valued at approximately $32,000. Furthermore, the discussion covered leveraging this preliminary engineering study and cost analysis to seek potential federal and state funding, such as through the EPA's State Revolving Fund (SRF), noting that criteria for funding often favor projects that benefit residents, such as providing clean water to children.
