This document serves as an update to the City of Oakley's Strategic Plan, outlining its direction and objectives. The plan focuses on several key pillars: fostering community and economic development through strategic growth, business-friendly policies, and local employment; ensuring community health and safety by improving streets and neighborhoods; enhancing parks and open spaces with diverse programs and recreation; strengthening community and collaborative partnerships through outreach and engagement; maintaining finance and fiscal responsibility with sustainable plans and transparent reporting; and building a sustainable organization through effective recruitment, retention, and employee development.

The Growth Management Element focuses on ensuring that public facilities and services are maintained as the City of Oakley grows. It addresses community issues, satisfies obligations under Contra Costa County's Measure J (2004), and emphasizes the importance of managing new development to protect the quality of life for residents. Key areas include facilities and services financing, fire protection, law enforcement, public schools, solid waste management, and housing options.

The City of Oakley's General Plan Update focuses on environmental justice and climate adaptation. It addresses pollution exposure, air quality, public facilities, food access, safe housing, and physical activity, emphasizing community engagement and improvements for disadvantaged communities. The plan also includes climate adaptation strategies, assessing risks from climate change, and outlining measures to minimize impacts, protect essential facilities, and promote natural infrastructure.

The Strategic Energy Plan for the City of Oakley focuses on energy-efficiency in its operations, striving to provide positive and achievable examples to others in the community. The plan outlines a comprehensive approach for the City to meet its "Energy Vision" and energy-use reduction goals while reflecting the City's unique culture, values, and constraints. The plan includes goals to reduce annual energy usage for existing facilities, improve energy performance to exceed Title 24 requirements for new construction, and leverage the GHG inventory to develop a Climate Action Plan (CAP) for the City.

The Climate Action Plan for the City of Oakley aims to establish goals for municipal and community-wide greenhouse gas (GHG) reductions and climate adaptation. The plan sets targets to eliminate emissions from City operations by 2040 and neutralize community-wide emissions by 2045, aligning with California's carbon neutrality goal. It focuses on governance and leadership, buildings and energy, transportation and land use, and adaptation and resilience. The plan includes 14 goals supported by 39 targets and 113 specific actions, emphasizing community engagement and collaboration to achieve a sustainable and resilient future.
