The Council reviewed an announcement from CT Rides regarding the Drive Less Connecticut Challenge, which incentivizes the use of alternative transportation. Discussions were held on administrative agenda adjustments, followed by a presentation from the Bantam Lake Watershed Protective Association regarding scientific studies and watershed management. The Council also reviewed monthly financial statements, including investment strategies, interest rates, and the management of bank accounts to improve financial returns and ensure liquidity. Additionally, the Council began the nomination process for the slate of officers and at-large members for the upcoming fiscal year.

The committee held a special meeting to discuss the proposed budget and work plans. Key topics included grant funding sources for salaries and benefits, concerns regarding employee compensation and work-from-home practices, and the potential investment of surplus funds to generate interest income. Members reviewed the Rural Health Transformation Program, discussed budget transparency and staff allocation details, and considered the fiscal year 2027 budget recommendation. Follow-up items were established regarding further budget disclosures, investment strategies for reserves, and refining the presentation for the full membership.

This document represents the first multi-jurisdiction hazard mitigation plan for all 21 municipalities in the Northwestern Connecticut region served by NHCOG. The plan involves updating critical facilities lists, capabilities, and hazard risk areas for each municipality, along with reviewing and updating mitigation strategies. The primary goal is to reduce loss of life, damage to property and infrastructure, and economic disruptions from natural hazards over the next five years, emphasizing education and integration with other community planning efforts while preserving natural resources. It also develops new Statewide and regional mitigation strategies.

The meetings focused on the hazard mitigation plan update process for the towns of Barkhamsted, Burlington, Canaan, Colebrook, and Cornwall. Discussions involved identifying critical facilities, reviewing new development trends, addressing impacts of recent hazard events such as Tropical Storm Isaias, evaluating changes to hazard concerns like flooding, wildfire, and snow drifting, and reviewing the status of previous hazard mitigation actions to determine whether to carry them forward, complete, or drop them.

This document outlines a draft program for statewide transportation improvements focusing on infrastructure, safety, and mobility for the period 2027-2030 and beyond. Key areas of focus include bridge rehabilitation and replacement, modernization of traffic signals and communication equipment, pedestrian and bicycle facility enhancements, and comprehensive safety initiatives. The plan also details significant investments in public transit, including facility upgrades, bus replacements, and enhanced mobility services for seniors and individuals with disabilities across various urban and rural areas.
