This document outlines the strategic initiative of the Birth to Five Action Councils, introduced by the State of Illinois, to reform and simplify early childhood education. The councils aim to design early childhood systems around local needs, ensure affordable and high-quality education from pregnancy through kindergarten, collect and analyze data to inform state decisions, and actively engage families in planning and policy design. The ultimate vision is to redesign the entire system with families at the center, thereby fostering thriving communities and a stronger state.
