The 2025-2027 Strategic Plan for Bristol Parks, Recreation and Youth Community Services (BPRYCS) outlines its direction to achieve its vision of being an essential department impacting the lives of all Bristol residents. The plan is structured around four strategic goals: shaping positive public perceptions through organizational excellence and attractive facilities; fostering cultural unity by creating inclusive spaces and ensuring equitable access to services; creating responsible and healthy citizens by investing in parks as critical infrastructure aligned with well-being; and inspiring advocacy by engaging residents in community building. The overarching aim is to enhance community well-being and engagement in Bristol.

The strategic plan for Bristol focuses on supporting access to decent, safe, and affordable housing by funding the Residential Rehabilitation Program for low/moderate income homeowners. It aims to support public service programs that advance community needs, focusing on youth, the elderly, and special needs populations by encouraging health and wellness initiatives. The plan also supports economic development initiatives, including job training and workforce development, and community revitalization activities, especially in the Opportunity Zone and low/mod income areas of the city.

The meeting addressed several key issues, including traffic calming measures on Ridge Road, a proposal for property acquisition on Prospect Street to support an elderly care facility, and budget considerations for various Public Works projects. Discussions covered traffic patterns, pedestrian safety, and potential solutions like roundabouts and increased police presence. The board also reviewed and forwarded proposed budgets for Capital Improvement Projects, Public Works Department Operating Budget, Solid Waste Disposal Fund, Transfer Station Special Revenue Fund, Fleet Capital, City Building Fund, and Major Road Improvement Fund to the Board of Finance for consideration. Additional topics included the Hope Street garage, a grant for the DPW's City Building account, the Asset Management program, and ongoing city hall renovations.

The meeting included a discussion on the history of the Cultural District and the requirements to complete the Cultural District application. The purpose, structure, and length of the Subcommittee were explained. The subcommittee developed a cultural assets map and inventory. The development of a marketing plan, goals, and measures of success for the district were tabled for the March meeting. A request was made to receive a copy of the Town of Ridgefield Cultural District Application as a reference.

There was discussion regarding the purchase of property on Prospect Street for parking to support an elderly care facility, with a recommendation to City Council to maintain a portion of the property for city use while authorizing the sale of the remainder. The board also reviewed the Public Works budget, including capital improvement projects, operating budgets, and special revenue funds, and discussed the potential construction of a new police facility versus renovating the existing one.
