This strategic plan outlines the District of Houston's direction for the 2023-2026 term. It is structured around five strategic areas of focus: Economic Development and Diversification, Indigenous Reconciliation, Community Sustainability, Organizational Strength, and Infrastructure and Asset Management. The plan aims to guide the Council's governance and decision-making to achieve sustainability, inclusivity, and prosperity for the community.

The District of Houston's Climate Change Action and Adaptation Plan provides a strategic framework for reducing greenhouse gas emissions and adapting to the impacts of climate change within the community. The vision is to prioritize intentional growth, ensuring affordable and high-quality housing that meets diverse community needs, while modernizing accommodations to attract and retain professionals. The plan is guided by three strategic directions: investing in local capacity and intentional growth, providing safe, affordable, and adequate housing and supports, and improving housing options across the housing continuum.
