This document outlines the Goodhue County Education District's Local Literacy Plan, mandated by the Minnesota READ Act. The plan's overarching goal is to ensure every Minnesota child reads at or above grade level annually, starting in kindergarten, and to support multilingual learners and students receiving special education services in achieving their reading goals. Key components include universal screening for foundational reading skills and dyslexia characteristics in grades K-12, data-driven decision making for interventions, parent notification and involvement, the utilization of evidence-based Tier 1 curricula and intervention resources, management of Literacy Aid Funds, and a comprehensive professional development plan for educators. The plan also details the implementation and continuous improvement of a Multi-tiered System of Supports (MTSS) framework to provide timely, targeted, and effective reading support.
