Dubuque County Board Of Health Regular Meeting
The meeting covered several operational updates and discussions. Key topics included chairperson announcements regarding water testing initiatives, where 4,000 postcards were sent to homeowners served by private wells, with results showing contamination issues in a subset of tested wells, prompting recommendations for well treatment and reimbursement programs. The Board also discussed updates on administrative form revisions, specifically updating the septic application and permit process to be more efficient. Additionally, there was a report on the allocation and use of opioid settlement funds, focusing on the potential purchase and deployment of Narcan vending machines (or repurposed newspaper boxes) to increase community access to Naloxone, and a discussion on locations and monitoring protocols for these distribution points.

The meeting commenced with roll call, noting that a quorum was established via remote participation. Following public comments, the chair announced the appointment of Lynn Tutt Fuller to the Board and acknowledged the departure of Adam Hoffman after completing a term. Congratulations were extended to Patricia LMU on her reappointment and to a staff member on their graduation. A board member inquired about the availability of ARPA funds. The agenda was approved with two modifications: moving the variance request to follow the approval of minutes, and scheduling the Hawkeye Outreach presentation before the remainder of the regular agenda. Key discussions included the approval of the December 20, 2023, minutes and the approval of a variance request for a septic tank setback at 16870 Months Court, contingent upon updating the septic system. A significant portion of the meeting involved a presentation by the VNA regarding the Hawkeye (Healthy and Well Kids of Iowa) program, covering eligibility, coverage details (including medical and dental), and income guidelines. Statistics related to enrollment, disenrollment due to pandemic unwinding, and the increase in new enrollments were shared. The VNA representative also detailed the use of presumptive eligibility to provide temporary Medicaid coverage and discussed upcoming changes to dental coverage providers.

The meeting commenced with roll call, followed by Chairperson announcements recognizing an employee's one-year anniversary and encouraging mask-wearing to prevent respiratory disease spread. Board members expressed support for reappointing two current members. The agenda for December 20th, 2023, was approved, and minutes from the November 15, 2023, regular meeting and the December 5, 2023, Opioid Subcommittee meeting were approved. Reports were presented by VNA, highlighting significant increases in total services, direct clinical services, and case management hours compared to 2021, despite the ongoing focus on Public Health issues related to the pandemic. The VNA also noted the hiring of a new Home Care Aide to address a waiting list. The Director of Public Health presented the operating budget proposal for the next fiscal year, noting it was requested to be flat. Discussions included a deviation where funding for the Wise Woman program, which provided additional diagnostic screenings, will decrease due to the State discontinuing federal funding applications for that specific component, although the Breast and Cervical Cancer Screening (BCC) program will continue. Adjustments were noted for the Grant to Counties allocation and the Coordination Services fund. Furthermore, the Director requested increased funding for Education and Training to retain staff and for vehicle repair and maintenance, which was not previously budgeted.

The regular meeting, called to order at 4:30 p.m., included chairperson announcements regarding statistics on mental health issues and suicide rates in Iowa, and acknowledgment of a new White House initiative on women's health research. Information about seasonal vaccines was also disseminated. The board proceeded to approve the agenda, moving a variance request for a property at 18405 Twins Spring Spr Drive to be addressed first. The variance request involved placing a new well closer than the mandated 100 feet from a septic leech field due to challenging site topography and equipment access constraints, with the preferred location requiring a 40-foot variance and a secondary location requiring a 60-foot variance. The board ultimately voted to table the variance request to gather further information, specifically from the Environmental Specialist and the DNR, whose input suggested reservations about the first option. The board also approved the minutes from the October 18, 2023 meeting and the opioid subcommittee meeting minutes from November 2, 2023.
