Maryland Emergency Preparedness Program Strategic Plan
The Maryland Emergency Preparedness Program (MEPP) Strategic Plan outlines a comprehensive, statewide approach to emergency preparedness, replacing the Comprehensive Emergency Management Program (CEMP). The MEPP uses an all-hazards approach, delivering capabilities across four mission areas: Prevention/Protection, Response, Recovery, and Mitigation. The plan details the roles and responsibilities of state agencies, emphasizes collaboration with local jurisdictions, the private sector, and federal partners, and incorporates an eight-step Maryland Preparedness System for continuous improvement. The system includes identifying threats and hazards, setting capability targets, planning, organizing, equipping, training, exercising, validating capabilities, and reporting on preparedness. The plan aims to institutionalize coordination, build and sustain capabilities, and improve the state's ability to manage risk through a cyclical process.
