The plan also focuses on developing a flexible model for facility requirements, attracting and retaining commercial airline service, maximizing existing facility utilization, identifying development sites, increasing general aviation use, determining crosswind runway needs, and creating a realistic financial implementation plan, ultimately leading to FAA approval of the Airport Layout Plan.
