The meeting featured a detailed presentation from the City of Davenport finance department regarding the city's annual budget process. Key discussion topics included the definition and purpose of the budget as a legal financial plan, the timeline for its development from July through June, the role of citizen surveys in guiding funding priorities, the specific criteria for business case submissions for expenditures exceeding $10,000, and the multi-year planning process for the capital improvement program. Additionally, the commission reviewed the requirements for budget amendments and the importance of ongoing monitoring to maintain a balanced budget and compliance with state law.

The committee held multiple public hearings regarding the proposed conveyance of vacated streets and alleys for the Palmer College of Chiropractic, as well as several public works projects including sewer extensions, street reconstruction, manhole and sewer rehabilitation, a lift station project, and streambank stabilization. Additionally, the committee conducted a public hearing to amend the operating and capital improvement budgets. Proclamations were issued for National Police Week and Military Appreciation Week. The commission reviewed city council activities including the approval of the Splendor Estates first edition and the vacation of right-of-way for Palmer. Updates were provided regarding the comprehensive plan with an expected draft in June. The commission approved the rezoning of 1703 North Division Street from R-4C to C-1 for the purpose of opening a nail salon, subject to parking space requirements. Additionally, the commission approved the rezoning of Pigott Properties First Addition from agricultural to R-1 single-family residential for the purpose of building a single-family home. The next meeting was announced to be held at a different location due to upcoming tech upgrades in the council chambers.

The Commission addressed several items including staff communications regarding preservation training opportunities, upcoming summits, and community events. Key business items included the approval of an above-ground pool installation at 612 West 6th Street, the rehabilitation of the Charles Hill House at 724 West 8th Street involving brick repair and soffit work, and a discussion regarding the proposed rehabilitation of the Beck Brendle House at 708 West 7th Street, which included plans for porch reconstruction, window replacement, and new siding.
