This report summarizes the activities and recommendations of the Integrated Resource Planning Advisory Committee 2020 (IRPAC 2020). It provides 22 recommendations to guide the Southern Nevada Water Authority's long-term planning efforts across several key areas including asset management, facilities and infrastructure development, water resource acquisition and management, water conservation initiatives, and sustainable funding mechanisms for its Major Construction and Capital Plan (MCCP). The recommendations aim to ensure regional water reliability, maximize resource efficiency, and achieve conservation goals for Southern Nevada.

The board meeting agenda included the appointment of the Chair and Vice Chair for the upcoming fiscal year, the appointment of directors to the Colorado River Commission, and a presentation by the Youth Conservation Council. The board discussed the ratification of an interlocal agreement with the Nevada Department of Wildlife for raw water delivery. Additional business items involved the approval of system conservation implementation agreements with the Bureau of Reclamation, cooperative funding agreements for precipitation enhancement, and water rights assignment agreements with industrial partners. The board also reviewed professional staffing service agreements and received updates regarding Colorado River Basin water resources, drought conditions, and conservation initiatives.

This Regional Water Quality Plan, developed by the Las Vegas Valley Watershed Advisory Committee (LVVWAC), serves as a roadmap for continued collaboration among water, wastewater, and stormwater agencies to enhance overall watershed management. The plan focuses on six primary goals: protecting Lake Mead as a water source, meeting or surpassing environmental standards, preserving natural and cultural watershed values, sustaining water resources for future generations, managing flood risks, and building community awareness and support for watershed management. The overarching mission is to protect, preserve, and enhance water resources in the Las Vegas Valley Watershed to ensure economic well-being and environmental protection for present and future generations.

This Strategies Document outlines the regional water quality plan for the Las Vegas Valley Watershed. It aims to protect, preserve, and enhance the quality and quantity of water resources to sustain economic well-being and protect the environment for present and future generations. The plan is structured around six key goals: managing the watershed to protect Lake Mead, meeting or surpassing federal, state, and local standards, preserving natural, cultural, historic, and recreational values, sustaining water resources for future generations, managing flood risks, and building community awareness and support for regional watershed management.

The Board of Directors approved a resolution to seek funding from the Nevada Department of Conservation and Natural Resources for a wildfire mitigation project at the Warm Springs Natural Area. Additionally, the Board authorized an agreement with Green Chips, dba ImpactNV, to support shade tree plantings with funding not to exceed $500,000. Staff provided updates on water resource conditions, including drought status, Colorado River Basin activities, and conservation efforts. Furthermore, the Board received an overview and discussed the Fiscal Year 2026/27 Tentative Budget, covering operating and capital expenditure plans, capital improvement projects, and conservation benchmarks.
