This document provides an annual update on Virginia's comprehensive highway safety program, detailing activities and progress across key areas such as occupant protection, impaired driving, speed management, motorcycle safety, young driver safety, pedestrian safety, and bicycle safety. The program employs data-driven strategies, community engagement, and law enforcement partnerships to reduce crashes, injuries, and fatalities, and foster safer roadways throughout the Commonwealth.

The strategic plan outlines the Virginia DMV's approach to reducing crashes, injuries, and fatalities through various programs and initiatives. Key areas of focus include evidence-based traffic safety enforcement, data collection and analysis, and community collaboration. The plan addresses specific issues such as occupant protection, impaired driving, speeding, motorcycle safety, and pedestrian and bicycle safety. It also includes performance measures, challenges, and strategies for achieving targets related to fatalities, injuries, and seat belt use. The plan emphasizes the importance of public participation, education, and outreach to promote safer driving behaviors and improve overall highway safety in Virginia.

The meeting will include a General Assembly update on changes to Virginia Code, a review of the DMV seizure/blackout policy, and a two-year review of several DMV policies related to diabetes, pain management, psychiatric conditions, substance abuse, transient ischemic attacks, cerebral vascular accidents, and vaso-vagal syncope. The meeting will also include a closed session to discuss medical and mental health records and personal matters, a review of medical cases, a discussion on a potential policy for movement disorders, and a farewell to Dr. DiGiovanni. Finally, the future meeting schedule will be addressed.
