The City Council meeting included recognition of Haiti Diaz from Sweet Savory Restaurant for Hispanic Heritage Month. There was a presentation by San Dimas High School students about academics, athletics, and activities. The council also heard updates from the San Dimas Library and introduced a new community business outreach liaison. The Parks and Recreation Director provided an update on the upcoming holiday extravaganza and the house decorating contest. The council approved several items on the consent calendar, with a separate discussion on capital improvement projects at the San Dimas Canyon Golf Course.

The San Dimas Downtown Specific Plan serves as a comprehensive roadmap for the development and redevelopment of the downtown area. It aims to create a walkable and vibrant activity center that preserves its human-scale character, offers diverse retail, restaurant, cultural, civic, and housing options, and fosters local employment. Key strategic pillars include maintaining a human-scale environment with historic character, promoting a diverse economy with mixed land uses, cultivating vibrant public and private spaces, ensuring a safe pedestrian and cycling environment, providing a range of housing types, implementing supportive parking strategies, enhancing 'first/last mile' connections to transit, and encouraging sustainable development practices.

The City Council meeting included recognition of Red Ribbon Week with the Young Marines and the Sand Demis Youth Softball team for their participation in the USA National Softball championship. The Lowe's Home Improvement Stores were also recognized for their contribution and renovation of the historic Sand Demus Mountain Rescue Station. The council also discussed upcoming events, including a historic walk from the Walker House, a dinner at Redemption Bible Church, and the holiday extravaganza. Additionally, there was an announcement of a new community library manager for Sand Demus Library and an $800,000 grant for library upgrades.

The City Council adopted Ordinance No. 1331, which amends Title 15 of the San Dimas Municipal Code. The ordinance adopts by reference the 2025 Edition of various California codes, including the Building Code, Residential Code, Plumbing Code, Electrical Code, Mechanical Code, Fire Code, Green Building Standards Code, and the Wildlife-Urban Interface Code, as well as the 2024 International Property Maintenance Code, along with specified amendments, additions, deletions, exceptions, fees, and penalties. The administrative amendments are consistent with previous code adoptions, focusing on adopting the technical aspects of the California codes without proposed technical amendments.

The City Council adopted Ordinance No. 1332, which amends Title 18 of the San Dimas Municipal Code to eliminate Chapter 18.188 regarding explosives. This chapter, adopted in 1961, is no longer applicable as federal and state agencies now regulate the handling, storage, and use of explosives, superseding the local requirements.
