This strategic plan, mandated by Executive Order 31, outlines the New York State Department of Civil Service's comprehensive strategy to become a model employer for people with disabilities. It focuses on four key objectives: ensuring workplace accessibility for current and potential employees, proactively connecting with people with disabilities for open positions, communicating increased support and welcoming of people with disabilities to the public and stakeholders, and fostering an inclusive environment through internal communication to agency management and employees. The plan aims to significantly increase the hiring and retention of people with disabilities and enhance overall disability inclusiveness within the agency.

The NYS Civil Service Commission meeting in October 2025, addressed municipal service matters including resolutions amending appendices for various counties such as Cattaraugus, Chautauqua, Clinton, Columbia, Cortland, Dutchess, Erie, Fulton, Genesee, Jefferson, Livingston, Madison, Monroe, Nassau, Niagara, Oneida, Onondaga, Orange, Oswego, Schoharie, Seneca, St. Lawrence, Steuben, Sullivan, Tompkins, Tonawanda City, Town of Hempstead, Ulster, Westchester, New York City and Erie County. The commission also considered pension waivers for retirees, reviewing requests to employ retirees under Section 211 of the New York State Retirement and Social Security Law, both pre- and post-October 7, 2008 criteria, for various departments and titles across different counties and state departments.
