This strategic plan outlines a framework for teaching and learning across the district, focusing on creating quality educational experiences, closing opportunity and achievement gaps, and preparing students for post-high school endeavors. It centers on a common instructional model, five foundational practices, a cohesive scope and sequence for core subjects, and common assessments to inform instruction. The plan is developed with extensive teacher involvement, emphasizing continuous improvement and responsive teaching tailored to individual student needs, while fostering consistency across the district.

The "Success Effect" strategic plan for Valley School District aims to create comprehensive support systems for all students, preparing them for 21st-century challenges. It is built upon three core pillars: Talent, Partnership, and Student Learning. The Talent pillar focuses on attracting, retaining, and developing exceptional employees through ongoing professional development. The Partnership pillar seeks to enhance engagement with parents and the broader community through improved communication and involvement. The Student Learning pillar is dedicated to increasing student success through personalized, differentiated, and innovative educational experiences. The overarching vision is to foster lifelong learning and ensure students are thoroughly prepared for their future endeavors.
