This study focuses on developing a strategic plan for streetcar expansion into North Kansas City, identifying optimal alignments and river crossing options. The plan evaluates corridors such as Burlington Street, Swift Avenue, and Armour Road, and assesses options for crossing the Missouri River (exclusive lane on Heart of America Bridge or a new freestanding bridge), based on criteria including neighborhood revitalization, economic development potential, transportation efficiency, connectivity, and feasibility. The overarching goal is to reconnect the city, strengthen the urban core, and foster new development, improved access to jobs and services, and enhanced transportation choices, with a long-term vision extending to 2040. The recommended alignment involves Burlington Street and the Heart of America Bridge to an existing rail right-of-way.

This plan outlines a unifying vision to transform the Burlington Corridor into a vibrant, sustainable, and multi-modal "complete street" for the City of North Kansas City, Missouri. It focuses on three key goals: enhancing the physical appearance and industrial character, supporting private-sector redevelopment through strategic infrastructure and beautification, and integrating all modes of transportation. The overarching aim is to create a unique and welcoming gateway, establishing the corridor as the metropolitan area's first dedicated cycle-track and fostering high-quality revitalization.

The 2017 Armour Road Complete Street Implementation Plan outlines a strategy to transform Armour Road into a safe, multi-modal, and economically vibrant corridor within North Kansas City.
