The Board reviewed an appeal regarding the interpretation of building codes for the property located at 324 East Main Street, specifically concerning the use of Section 508.3 of the 2018 International Building Codes instead of Section 508.2. A rebuttal was presented by the Chief Building Official regarding the application of the relevant code section. Following the discussion, the Board voted in favor of the appellant's request. Furthermore, the Board delegated a member to sign the minutes.

The board conducted a formal hearing regarding an appeal from Rosebud Properties concerning the interpretation and application of the 2018 International Building Codes (IBC) as they relate to intermodal shipping containers. After hearing testimony from representatives of the appellant and the City, the board deliberated and sustained the Chief Building Official's determination that intermodal shipping containers are not currently an approved building material under the adopted code for residential use. The board concluded that, without specific provisions in the code, the official's determination was appropriate.

The board discussed financial reports for the General Fund, TIF Special Revenue Fund, and the John Sevier Center. The Finance Committee provided an update on carrying costs for the John Sevier building and discussed potential bridge financing options. Additionally, a project team provided a status update on the John Sevier Center redevelopment, focusing on flood zoning, abatement, and potential hotel brand partnerships. Staff also reported on the status of downtown facade and improvement grant projects.

The Board reviewed several properties cited for code violations. Public hearings were held regarding multiple addresses, resulting in the rescission and removal of 132 Spring St., 204 W. State of Franklin, 213 E. Main St., and 1210 Claiborne St. from the docket. Additionally, the Board removed 2609 Park Ave. from the docket and referred it to the Property Maintenance Board. A show cause hearing for 116 Wilson Ave. resulted in a decision to move forward with a public hearing for that property.

The commission conducted business regarding departmental updates and certifications. The primary action taken was the formal certification of the Phase II Entry-level Firefighter Roster. The meeting agenda also included provisions for Police Department updates.
