California Department Of Education Comprehensive State Literacy Plan 2021
The California Comprehensive State Literacy Plan (SLP) aims to improve literacy outcomes for students from birth through grade twelve by aligning and integrating state literacy initiatives, content standards, and state guidance documents. It focuses on a comprehensive and integrated literacy model that emphasizes high-quality instruction, inclusive and equitable systems, continuous improvement, and the California Multi-Tiered System of Support (MTSS) Framework. Key areas of focus include best first instruction (Tier 1), targeted support (Tier 2), and intensive intervention (Tier 3). The plan leverages existing resources such as the CA CCSS for ELA/Literacy, CA ELD Standards, ELA/ELD Framework, and other curriculum frameworks to support teachers and improve student outcomes. It also addresses the needs of diverse learners, including English learners, students with disabilities, and those from disadvantaged backgrounds, promoting asset-based approaches and culturally responsive teaching. The plan uses a continuous improvement process to assess needs, develop strategies, implement and monitor progress, and adjust accordingly. The plan also emphasizes the importance of family and community involvement and the use of data to inform decision-making and improve instruction.
