The Village Council discussed the recent resignation of the entire Chama Housing Authority Board of Commissioners and reviewed correspondence regarding the Housing Authority's operational and financial challenges, specifically the non-payment of utility bills. The Council evaluated the potential liability and audit implications for the Village and determined that no immediate municipal assumption of management would occur. An executive session was held to discuss matters subject to attorney-client privilege, including litigation regarding the road to the Water Treatment Plant, a penalty demand from the New Mexico Environment Department, and the utility bill delinquency issues. The discussion included presentations on fire prevention strategies, such as coordinating with local fire departments to manage fire safety risks, and the logistical impact of the event on the area. The council weighed concerns regarding potential fire hazards, insurance liabilities, and the benefit of a centralized, managed display versus the unpredictability of private fireworks usage.
