The plan aims to cultivate Shakopee as a distinctive river town with abundant business, cultural, and recreational opportunities in a safe, welcoming, and attractive environment for residents and visitors, achieved through high-quality, cost-effective, and transparent services.

This section of the Envision Shakopee plan outlines strategies for enhancing the city's natural environment, focusing on resilience and quality of life. It details action steps to reconnect the city with its river, parks, and open spaces, emphasizing improved access, trail connections, recreation, programming, natural beauty, and ecological sensitivity. The plan is structured around three elements: Parks, Trails & Open Space; Natural Resources; and Resilience, with specific goals including activating parks, strengthening trail systems, embracing the riverfront, enriching programming, and community-led governance.

The meeting commenced with the approval of the agenda. Key items on the Consent Agenda included equipment purchases, approval of Traffic Safety Committee recommendations for traffic control changes, approval of a resolution appointing individuals to various boards and commissions, approval of plans and authorization to bid for the 2026 Pavement Rehabilitation and Rejuvenation Projects, approval of 2026 Pay Equity Reporting, surplus property disposition, and the presentation for City Council approval of Captain Jamie Pearson as the next Chief of Police. The Council also approved modifications to the Residential Rental Ordinance. A public hearing was held and subsequently closed regarding the Street Reconstruction Plan, culminating in the adoption of Resolution R2026-019, which adopted the plan and declared intent to reimburse expenditures from bond proceeds. The Council then recessed for the Economic Development Authority Meeting and reconvened. General Business included the approval of Resolution R2026-023 to accept a monetary donation for aquatic programming. The update on Right-of-way Management and Fiber Projects was informational only. The meeting adjourned to February 17, 2026.
