Additionally, the meeting touched on course syllabi and training programs, including one focused on removing bias-based inequities from 9-1-1.

The committee discussed ESInet updates, PSAP funding reconsideration updates for multiple counties and police departments, and the PSAP report status update for FY2019 and FY2020 expenditure reports. They also covered PSAPs with low fund balances in the Western and North Central regions, regional PSAP Managers meetings, and an update on the 2018 State 911 Plan, including its goals and objectives. The committee was encouraged to review the 2021 funding committee goals in preparation for the October meeting.

The committee discussed efforts to reach out to PSAPs due to COVID-19 and the resignations and appointments of board members. The minutes from the May Funding Committee meeting were approved with revisions. The committee addressed FY2020 and FY2021 reconsideration requests, including those from Boone Police Department and Rutherford County 911 Communications, and provided updates on pending reconsiderations. There was a discussion about PSAP fund balances and a plan to meet with PSAPs with excessive balances. Updates were given on the status of financial staff's reviews for PSAPs' FY 2018 and FY 2019 reporting periods. The Asheville PD Secondary Status Request was discussed, including a timeline and history of agreements and issues. Additionally, there was a discussion regarding Davidson CRS & Motorola Radio, including integration costs and eligibility.

The meeting addressed several key issues, including a legislative update on House Bill 203, which extends the deadline for police telecommunicators to meet training requirements. The committee also discussed and approved Wilkes County's request for an additional seat in their primary PSAP. A consideration of eligibility for Carolina Recording Systems' "Recording as a Service (RaaS)" was reviewed, with a motion to seek further clarification for funding and eligibility purposes. Updates were provided on PSAP funding reconsideration requests and the status of PSAP reports for FY2019 and FY2020.

The meeting included discussions and reports on various topics, including the National Public-Safety Telecommunicator Week, NextGen 911 migration status, ESInet migrations for Gaston County and Lumberton, a meeting with Camp Lejeune, a presentation to the North Carolina Commander Council, and an upcoming NG911 GIS Roadshow. There were also staffing updates, a Federal 911 Grant Program status report, a FY 2018 Biennial Audit, a meeting with the new DIT CFO, upcoming Chairman PSAP tours, a legislative update, and acknowledgement for PSAPs during recent events. Additionally, there was a presentation and consideration of the Center of Geographic Information Analysis 2020-23 Cycle Proposal.
