The committee reviewed the Healthy Living Campus update, including development and ground lease details for 514 N. Prospect Ave., the relocation of the Center for Health and Fitness to the 510 Building, and the progress of the allcove Beach Cities project. Financial proposals and profit-sharing models were presented, along with updates on the five-year facility maintenance and replacement plan and community feedback regarding campus planning and seismic safety initiatives.

The committee discussed updates on the Healthy Living Campus, including progress on seismic safety concerns, campus redevelopment strategies, building density, and community benefits. They also reviewed branding and identity alignment for the campus and the Center for Health & Fitness, alongside the role of the District in the LA 2028 Olympics. Additionally, the committee evaluated charitable giving strategies, the newly formed Beach Cities Health Foundation, current donation metrics, fundraising goals for specific projects, and the development roadmap for the foundation. Finally, they reviewed a draft agenda for the upcoming Strategic Development Half Day.

This Local Hazard Mitigation Plan (LHMP) serves as a foundational framework for the Beach Cities Health District to identify, assess, and address risks from natural hazards. The plan focuses on enhancing community resilience, minimizing economic impacts, and protecting people and property by outlining strategies for hazards of prime concern including Drought, Earthquake, Extreme Heat, Inland Flooding, Landslide, Tsunami, Urban Wildfire, and Wind. It integrates climate change considerations, emphasizes community engagement, and aligns with federal and state guidelines to reduce vulnerability and minimize future losses.

The committee reviewed updates to the Investment Policy 6110, including changes regarding fiscal training for officials and commercial paper maturity. Discussions covered the CalPERS Pension Liability 115 Trust Funding Plan, comparing various payment scenarios to manage unfunded liabilities, and a summary of Healthy Living Campus investments, detailing industry standards, project costs, and benefits. The committee also initiated planning for the FY26-27 budget, discussed key performance indicators and program evaluations, and reviewed board policy directions concerning financial sustainability for allcove, Community Services participation in the Enhanced Care Management program, service fees for the Center for Health and Fitness, and compensation market alignment.

The Board meeting included staff recognition with the Accountability Core Value Award. The CEO report covered updates on the Healthy Living Campus, specifically the permanent allcove location development and the Request for Expression of Interest process for the former South Bay Hospital property.
