The committee meeting focused on two primary agenda items requiring architectural and site plan approvals. The first item, PUD-25-12 (Holiday Inn Express), involved a request for approval of a four-story hotel with associated parking and infrastructure, including discussions regarding parking reductions, landscaping, and material specifications, with approval contingent on addressing technical items. The second item, PUD-26-2 (The Crossings Lofts), involved a request for approval of a four-story multifamily development featuring 275 units and ground-floor retail/restaurant space. Discussions included the layout surrounding an internal parking garage, material breakdowns, and ensuring parking for residents is access-controlled and separate from the adjacent event center parking. Staff recommended approval for this second item subject to technical review.

The Arts & Culture Master Plan for the City of Fishers outlines strategic goals to enhance the city's identity as a smart, vibrant, and entrepreneurial community through arts, architecture, and culture. Key objectives include developing a distinct brand positioning for Fishers Arts & Culture, building awareness through a central hub and promotions, and fostering engagement with stakeholders and the broader community. The plan, utilized by the Fishers Arts & Culture Commission, is guided by core values such as inclusivity, authenticity, collaboration, innovation, and education, aiming to enrich community life and promote lifelong learning.

The special meeting commenced with the Pledge of Allegiance and a quorum confirmation. The primary item of business involved the approval of the previous minutes, specifically necessitating a correction to the January minutes regarding the approval/denial vote outcome for zoning cases VA25-27 and VA25-28, which was corrected from an approval of 3 to 2 to a denial of 2 to 3. The main public hearing addressed case number VA25-30 for property at 10747 Gist Cove Way, involving a request for a development standards variance from Section 3.2.3.B.5B to allow an impervious surface coverage of 55% for the installation of approximately 1,200 square feet of pavers around a proposed pool. The petitioner presented the design rationale emphasizing the need for outdoor entertaining space and adherence to established precedent for up to 55% coverage. Staff noted the property previously received a variance for 51% coverage in August 2019 for the primary structure construction. After hearing from staff, the board granted the variance petition subject to recording the approval documentation with the Hamilton County Reporters Office. There were no items of old or new business, and the meeting was subsequently adjourned.

The meeting commenced with elections and appointments, including selecting a member for the plaque committee and appointing a plan commission president to the PUD and Riverplace PUD Committee. Further appointments involved designating secretaries and legal counsel and publication designations. The primary discussion involved consideration of a tax amendment (TA-26-22) to the Fischers 2040 comprehensive plan concerning the thoroughfare plan, which included updates on new intersection improvements and the Brooks School Road corridor. An update was also provided regarding intersection improvements on 116th Street in Allisonville, noting that the project will proceed without intersection closures. Finally, staff reported that the memory care facility at 10990 Brooks School Road was approved by the City Council the previous month.
