The council recognized the Kirkland Artist Association for its annual painting exhibition and acknowledged the tragic loss of an officer in the line of duty. Administrative successes were noted regarding a mini-Olympic event. Agenda items included zoning bylaw amendments concerning corner lots and residential hedges, and the awarding of a contract for the installation of street lamps. The council approved additional expenditures for professional laboratory services. A new management position for application development and digital platforms was created. Various minor exemptions and site planning and architectural integration programs were approved for local lots. Discussion was held regarding a new non-voting seat on the executive of the city of Montreal, the status of dangerous goods collection, and the feasibility of reinstalling water fluoridation. Public question periods addressed concerns regarding construction completion, the protection of local trees during road work, and residential parking issues.

The council discussed various development projects including the redevelopment of the Riocan center and the LCY Green village, the realization of the Sramon project, and the need to build an indoor pool and expand the library. The council addressed the city's bilingual status, established a new Human Resources Director position, and approved various contracts for maintenance, transportation of bulk items, and road de-icing. Additionally, the council appointed members to various advisory committees, approved minor variances, authorized traffic safety measures, and discussed agglomeration affairs and domestic violence prevention resolutions.

The Integrated Policy and Action Plan for the Town of Kirkland is a comprehensive roadmap to foster collective well-being, community vitality, and the thriving of all generations within an inclusive, safe, and supportive living environment. It specifically addresses the needs of youth, families, seniors, and persons with disabilities. The plan is built upon six priority areas of intervention: Inclusive Communication and Citizen Engagement; Public Spaces, Housing, and Living Environments; Recreation, Culture, and Community Life; Mobility and Transportation Safety; Health and Well-Being; and Safety and Community Resilience. This initiative aims to ensure every individual can maintain independence, enhance their quality of life, and actively participate in the community, promoting intergenerational solidarity and active contribution to municipal life.

This document details the planning process and strategic vision for the redevelopment of the REM Kirkland station site. The vision is built upon five themes: site greening, quality of life, centrality, intermodal transportation, and sustainability. These themes inform four planning directions, aiming to create an attractive, dynamic, unifying, inclusive, sustainable, green, accessible, and safe living environment characterized by high-quality architecture and design, while ensuring harmonious integration with existing neighborhoods and promoting sustainable mobility. The overall goal is to transform the area into a vibrant, multi-generational neighborhood that revitalizes the commercial center and diversifies housing options through sustainable development.

This Action Plan for Ville de Kirkland aims to progressively eliminate obstacles to the integration of people with disabilities on its territory, in compliance with legal requirements. It focuses on five strategic orientations: fostering universal accessibility in physical infrastructure, including municipal buildings, streets, and parks; ensuring universal accessibility in recreational and cultural programming; improving accessibility at home and during travel through adapted information and services; promoting universal accessibility and the concept of an inclusive city through communication and awareness; and facilitating the employment integration of people with disabilities while supporting local aid organizations. The plan outlines objectives to review programs and services for accessibility, identify obstacles, and establish a multi-year implementation schedule.
