The Study Session included discussions regarding the Jordan Valley Water Conservancy District report, a legislative update, and City Commissions and Committees. The Business Session involved the approval of a resolution reappointing a member to the Draper City Planning Commission. Key agenda items for Council Consideration included five public hearings concerning the approval of several ordinances: Ordinance #1701 updating references to Utah State Code in various titles of the Municipal Code, Ordinance #1702 related to variances and land use appeals, Ordinance #1703 pertaining to public access amenities, Ordinance #1704 addressing residential parking requirements, and Ordinance #1705 adjusting common boundaries between Draper City and Highland City. Additionally, Resolution #26-11 amending the Fiscal Year 2025-2026 adopted budget and staffing document was approved.

The commission reviewed various agenda items, including updates on a reconnaissance level survey, historical society coordination, and progress regarding the National Register of Historic Places. Discussion topics also included the creation of walk-through videos for historic homes, the potential addition of homes in the Kimballs Station area to walking tours, and the development of walking tour brochures. Additionally, the commission addressed America250 participation, the publication of a Juneteenth article, research on ethnic and minority history, and the status of demolition permits.

The Commission approved a subdivision plat amendment for a commercial development project. They also authorized a conditional use permit amendment to accommodate upgrades for an existing wireless telecommunications facility, which includes increasing the pole height and installing new arrays. The session concluded with updates regarding commissioner training requirements and a review of recent City Council approvals concerning zoning and land use map amendments, as well as new geotechnical ordinance standards.

The commission discussed coordination with the Draper Historical Society regarding inventory projects and event planning. Topics included the potential development of walk-through videos for historic homes, the selection of a consultant for National Register of Historic Places nominations, and updates on America 250 committee activities, including event logistics and community service projects. Additionally, the commission reviewed the status of Native American recognition sites, updates on the Widowmaker Plaque, content for upcoming Juneteenth events, and the procurement of brochure holders for walking tours.

The committee reviewed and recommended park and trail projects for 2026, including the addition of a new downhill bike trail. A review of trail use statistics from the previous year was presented. Staff and committee reports addressed the planning for an upcoming mountain bike race, requests for improved signage on Lower Corner Canyon Road, the deteriorating condition of the Woods Hollow Trail, concerns regarding hiking access to Movie Rock, and the policy regarding painted rocks on trails.
