The presentation covered the status of flood protection efforts, including the successful completion of the Reach One project in 2019, which significantly improved channel capacity and restored marsh areas, protecting properties up to a 100-year flood level in the vicinity of Palo Alto and East Palo Alto. Current efforts focus on the Reach Two (Urban Reach) project, which requires re-evaluation after the December 2022 flood revealed the channel was 25% smaller than modeled. The Board is planning for construction in 2028, contingent on a Department of Water Resources grant timeline. Key construction components include widening sites downstream of the University Avenue bridge and widening on the San Mateo County side, requiring careful traffic control due to limited access. Other topics included the potential for upstream detention/attenuation in collaboration with Stanford and a study on an extremely expensive underground bypass tunnel, which is only technically feasible for partial flow capacity relief.
