The committee reviewed the status of opioid funds, including current obligations and planned investments. A grant request for Lee County K9 Narcan training was approved following favorable legal and audit opinions. The committee discussed an application from Insight Hospital, noting potential service duplication and the need for further collaboration with local providers. Progress was reviewed on developing a roadmap for centralized substance abuse services, leading to the scheduling of a future workshop. Additionally, the committee proposed a new seven-person board structure with specific representation from various community and health organizations to be presented to the Board of Supervisors.

The Board of Supervisors addressed several administrative and legislative items, including the approval of the 2026/2027 ICAP insurance renewal and a 4-year school resource officer program agreement with the local school district. Several resolutions were passed, such as establishing a ten-ton weight restriction on 320th Street, authorizing interfund transfers from Automated Traffic Enforcement Camera funds, and adopting FY2027 department appropriations. Additionally, the Board established an interim 55 mph speed limit for paved secondary roads pending further engineering studies and approved a part-time hire for the EMS department. The meeting also included committee reports and a closed session to discuss legal strategy regarding pending or imminent litigation, resulting in the approval of a settlement agreement with a former employee.

The board approved a one-year extension for an administration contract with the Southeast Iowa Regional Planning Commission regarding a wind, solar, and battery storage ordinance. A resolution for an interfund transfer from the General Basic/Rural Basic fund to the Secondary Roads fund was passed. The board adopted a one-year moratorium on the construction of data centers and other high-density facilities to research and develop a regulatory framework. Additionally, the board approved an appointment to the Library Board and various personnel reclassifications and salary increases for employees within the EMS and Board of Health departments.

The board approved various administrative and operational items, including the naming of a private road, the purchase of a maintenance truck, and an interfund transfer from the General Basic Fund to the County Reserves/Emergency Fund. Additional approvals included the use of ATEC funds for tower removal, an Employer of Record Agreement, and amendments to fiscal agent agreements with local task forces and consolidated PSAP. The board also approved a fireworks permit, multiple personnel actions including new hires and step increases, and the canvass of the primary election results. Committee reports were provided regarding various regional workforce, economic development, and health planning meetings.
