The Downtown Master Plan for the Town of Pineville, North Carolina, serves as a comprehensive guide for revitalizing and redeveloping the historic downtown core and managing future growth. The plan outlines recommendations across key areas including transportation, circulation, parking, civic infrastructure development, and private development/redevelopment opportunities. It also proposes strategic marketing and branding initiatives to foster a vibrant, pedestrian-friendly, mixed-use activity center that respects the town's history and creates a stronger sense of place for residents and visitors.

The council received updates regarding Charlotte-Mecklenburg Schools and local downtown merchants. The consent agenda included the approval of surplus declarations for the Police Department, as well as a budget amendment for the McCullough Greenway Capital Project. A public hearing was held concerning a text amendment for the Town Code regarding roosters. Additionally, the council approved the fiscal year 2026-2027 budget, a text amendment to prohibit roosters, and service contracts with Trull Power Company for substation work and Huss Contracting for underground work. The meeting also included review of monthly staff reports across various town departments.

The council approved proclamations for Pineville's World Fest, National Police Week, and Public Works Week, as well as a resolution regarding the surplus of PCS items. A public hearing was held for the manager's recommended budget for the upcoming fiscal year. New business included the approval of several agreements, such as supplemental and project power sales agreements, a JSI agreement, a resolution and MTC agreement, and an NCHIP interlocal agreement. Additionally, the council approved budget amendments and authorized the maintenance and metering responsibilities for downtown roof lights.

The Pineville Mobility Plan guides future decision-making and planning for multimodal transportation in Pineville. It focuses on assessing current conditions, identifying needs, and developing recommendations for a safer, more accessible system. Key priorities include enhancing safety, improving Pineville and regional connectivity, promoting bikeability and walkability, and increasing transit access. The plan provides facility recommendations, an implementation strategy with prioritization, and policy and program guidelines to achieve its vision.
