The committee meeting included the formal introduction of a new member. The committee reviewed and found the Fiscal Year 2024/25 financial expenditures to be in compliance with Measure C requirements and also reviewed the Year-to-Date financial update for FY 2025/26, confirming those expenditures were consistent with the intent of the measure. Additional discussions covered citywide projects, specifically regarding the progress, budget, and timelines for the Mossdale Renovations and Valverde Revitalization Park, as well as inquiries regarding street lighting costs.

The agenda focuses on the review of the Fiscal Year 2026/27 Measure C Budget and the scheduling of the next meeting.

The council received various presentations including an economic development review, proclamations for Municipal Clerks Week, National Police Week, and National Public Works Week, and the introduction of new city employees. The consent calendar included ratifying various service agreements, approving travel for council members to conferences, addressing street closures, and authorizing adjustments to solid waste collection rates. Public hearings were held to consider assessments for multiple lighting and landscaping maintenance districts, certify the Urban Water Management and Water Shortage Contingency Plans, amend the municipal code regarding bicycle violations, and consider eminent domain resolutions for the Harlan Road Realignment project. Additionally, the council reviewed proposed security improvements for City Hall and traffic safety enhancements for Spartan Way.

The City Council meeting focused on the appointment of two members to the Planning Commission to fill one unscheduled vacancy and one scheduled vacancy, with terms ending June 30, 2030. The council reviewed seventeen applications submitted by candidates for these commission positions.

The commission will receive an update on summer programs, activities, and projects. Scheduled items include the selection of a date for the 2026 tour of city parks and recreation facilities, and the discussion and consideration of recommending the approval of facility fee waiver requests for the Lathrop Little League, Alcoholics Anonymous, and Lift Your Head Up Therapeutic Homes, Inc.
