The council reviewed proposed 2026 budgets for the Fire Department, Parks and Recreation Department, Information Technology, Police Department, Department of Development, and the Capital Budget. Discussion topics included infrastructure upgrades, fire safety and equipment, recreational programming, IT services, public safety, and development goals. Several legislative items were approved via consent agenda, including budget amendments, parking regulations, and electric vehicle charging station contracts. A discussion was held regarding the withdrawal of a Request for Proposals for improvements to Flowers Park, and concerns regarding transparency and public/private partnerships were addressed by council members and the city manager. Additionally, funding for the Remington Boys and Girls Club was discussed.

The council received presentations from the New Rochelle Business Improvement District, reviewed the Department of Development's grant initiatives, and discussed parks and recreation operations. Public hearings were held regarding the reallocation of HOME and CDBG funds, as well as zoning code amendments related to massage establishments. The council approved multiple bond resolutions for city-wide infrastructure, roadway improvements, and vehicle acquisitions. Additionally, various zoning and code amendments were discussed, including a revised Veterans' Advisory Committee and regulations for massage establishments, and several grant applications were authorized.

The council discussed and passed several pieces of legislation, including a master agreement for Webster Avenue traffic signals, amendments to parking regulations on Westchester Place, and the acceptance of a CARES UP grant from the New York State Office of Mental Health. Other key actions included establishing a Cannabis Excise Tax Trust account, approving a reappointment to the Board of Ethics, accepting a Supplemental Draft Generic Environmental Impact Statement for the downtown overlay zone, and submitting grant applications for transportation projects. Additionally, the council authorized a settlement for a Workers' Compensation claim, accepted easements for the Penn Station Access Project, and amended a special permit condition for the Hudson Country Montessori School. The meeting also included an executive session to discuss an appointment.

The City Council discussed the Climate Vulnerability Assessment Draft Report, focusing on resilience, climate hazards, and future planning steps. The City Historian presented on her recent work and historic site designations. The Council held public hearings regarding a proposed zoning amendment for tobacco smoke shops and cannabis dispensaries, as well as a special permit for Iona University's lot merger and campus expansion project (Upper Green Project). Additionally, the Council addressed legislation for acquiring the Hagedorn Building, changes to school tax collection dates, parking and traffic regulations, a police department position upgrade, the creation of public pedestrian plazas, and various grant applications for transit center redesign and environmental education programs.

The City Council conducted several legislative and administrative actions, including authorizing free parking for the 2025 Downtown Summer Sizzle Concert Series, extending a contract with Empress Ambulance Service, Inc. for emergency medical services, and adjusting the 2025 budget to account for a grant from the New York State Department of Environmental Conservation and the purchase of IT hardware for the Police Department. The Council directed the scheduling of public hearings regarding the reprogramming of HOME, HOME ARP, and CDBG funds, and authorized applications for various state and local grants focused on stormwater improvements, climate resiliency, and solar energy installations. Furthermore, the Council engaged in detailed deliberations regarding proposed amendments to the Zoning Code concerning massage establishments, including discussions on licensing, enforcement, and human trafficking prevention.
