The public hearing will present the County's Proposed FY 2024 CDBG Application and the on-behalf-of FY 2024 CDBG Application for the Borough of Waynesburg, and the Townships of Cumberland and Franklin, and the use of CDBG funds. The County and O.B.O.s propose to use FY 2024 CDBG Program funds for general administration, clearance and demo, housing rehabilitation, sewer relining, and sewer improvements.

The meeting included committee reports from the Police Department, Zoning and Code Enforcement, Parks and Recreation, and Budget and Finance. A Budget Round Table was scheduled for October 23rd. The board discussed holding fall cleanup days from September 23-26. Agreements were approved for heavy hauling with Greylock Production LLC and J & E Hardwoods. The board also approved an agreement to sell corked/unopened wine at Parks & Recreation events, Paychex time clock implementation starting September 10, and the PSATS Secretary Summit.

The Cumberland Township Board of Supervisors held a meeting to discuss and decide on several key issues. They opened bids for anti-skid materials, gasoline and diesel, and stone, awarding contracts to Dunbar Stone, Bruceton Petroleum Co. Inc., and Laurel Aggregates, respectively. The board addressed public inquiries regarding the Crucible school construction and Act 13 funding. They also discussed a three-way stop intersection at Stone Street and Glade Run Road, as well as reinforcing speed monitoring with the start of ball season. Additionally, the board approved a heavy hauling agreement, the sale of a 2013 Ford Taurus, a lot split, a Fair Housing Resolution, and proclaimed April as Fair Housing month.

The Cumberland Township Board of Supervisors convened to discuss several key actions. They approved Golden Eagle Construction Company as the asphalt bid winner, favoring their closer location and material quality over Hanson Aggregates. Hei-Way was approved as the winter mix supplier due to material supply and workability. The board also approved the purchase of a 2019 Dodge Durango for the Cumberland Police and an agreement between Cumberland, Jefferson, and Morgan Township for cooperative paving and tar-and-chipping efforts. Lastly, they approved the hiring of two summer help employees at $12.00 per hour.

The meeting included discussions and actions on various topics, such as police department activities, zoning and code enforcement, parks and recreation updates including the installation of a digital sign and sensory park, budget and finance matters, and community development programs. The board also addressed heavy hauling agreements, EMS agreements, a mutual aid agreement with Masontown Borough, and the purchase of picnic tables for Wana B Park. Additionally, there were discussions on winter maintenance, community development activities related to CDBG funding, and a cooperation agreement with Greene County for CDBG program administration.
