The study session focused primarily on providing an update regarding the Facilities Master Plan, which is being updated to align with new State criteria, particularly Proposition 2 funding requirements related to facilities, upgrades, and safety. Key components discussed included detailed site inventories, capital planning budgets, and the newly required deferred maintenance plan. The process involved extensive community engagement through surveys distributed across various dates and formats (including online and hard copy in English and Spanish), yielding approximately 960 responses, representing about 10% of the district families. Feedback segmentation by role (parents, staff, students, alumni, etc.) was highlighted as critical. The plan will also incorporate engineering data on existing conditions (HVAC, roof integrity, etc.) and qualitative assessments, presented alongside existing and proposed site plans showing proposed solutions, such as replacing old portables with multi-story buildings. The final deliverables will be presented on a website platform instead of a traditional printed book. The final board approval is anticipated in January 2026 after review by administration in December 2025.

The meeting commenced with the Pledge of Allegiance and an agenda approval that moved recognitions before the report of closed session actions. A significant portion of the meeting was dedicated to recognizing 28 students from seven GUSD schools for achieving the highest possible scores on the California Assessment of Student Performance and Progress (CASP) tests in English Language Arts and/or Mathematics for the 2024-2025 school year. Discussions and actions followed regarding closed session matters, including motions to expel students under cases 2026-06 and 2026-07, and a subsequent motion to suspend the expulsion for case 2025-24. The board also voted to remit 10 students. Furthermore, the board approved a settlement agreement to resolve existing litigation in OAH case number 2025100020. The meeting concluded with the annual organization segment, recognizing the outgoing President and Vice President, followed by the election of the new Board President (affirming the current President) and the election of the new Board Vice President.

The meeting included a school site presentation by Rod Kelly Elementary and Eliot Elementary School. Rod Kelly Elementary highlighted college week and a storybook parade. The presentation included data about student enrollment, demographics, attendance rates, and CASP data. Priority actions to impact student outcomes in 2025-2026 include targeted small group reading and math intervention, designated EL blocks, professional learning communities around writing and math, and ways to increase student engagement in school. Eliot Elementary School presented their school plan for the year and received the PBIS platinum status award due to their implementation of positive behavior interventions and systems.

The board members discussed school site presentation, fun events, attendance awareness, national anti-bullying day, annual fall festival, school data, school attendance data, CASP data, ELPAC results, school climate data, Acadian screener, IReady diagnostic, priority actions to impact student outcomes, professional learning, designated ELD, intervention for all students, creating rigorous and innovative learning spaces, maximizing resources that provide equitable student support, building inclusive and safe schools that prioritize mental health and social emotional well-being.

The meeting included a presentation on Rucker's accomplishments and challenges from the past year, as well as areas of focus for the current year. The discussion covered topics such as attendance, CASP for ELA, ELPAC data, community building, intervention in kindergarten and first grade classes, I Ready data, and priority actions for the year. There was also a public comment session where concerns about student safety and special education were raised.
