The Vista 2040 General Plan is a long-range policy document for the City of Sierra Vista, developed with residents to outline a shared vision for the future. It establishes goals and policies to guide decisions on land use, infrastructure, housing, economic vitality, and other areas over the next decade. Key priorities include managing growth while preserving community character, prioritizing reinvestment in existing areas, ensuring safe neighborhoods, providing affordable and diverse housing, strengthening the local economy, promoting water security and environmental protection, maintaining recreational infrastructure, and improving transportation networks.

This Airport Master Plan outlines a financially feasible, long-term development program for Sierra Vista Municipal Airport, spanning a 20-year period. Its core objectives include satisfying aviation demand, ensuring compatibility with community development and the environment, and enhancing employment and revenue, while supporting the missions of Libby Army Airfield and Fort Huachuca. Key focus areas involve documenting and justifying proposed technical, economic, and environmental developments, forecasting aviation demand and facility needs, enhancing safety and capacity, optimizing landside revenue streams, and establishing a detailed capital improvement program.

The City Council Work Session agenda included presentations regarding outgoing commissioners. The city management report provided updates on sales tax numbers, PSPRS and ARS contributions, and pending SECOM and Forts IGA meetings. Significant actions involved awarding the employee health benefits consultant contract to Gallagher, which necessitates a bid process for the administrator role, and awarding the Buffalo Soldier Trail use path contract to K&G. The council is initiating the process for wastewater treatment plant expansion planning, engaging an energy savings performance contractor. The session also noted significant recent retirements within the city, including Corporal Borgstat, Grants Administrator Yolanda Velasquez, and Len Trujillo, and acknowledged the passing of former Police Chief and city historian Dave Santor. The consent agenda covered adding Mr. Eric Peterman to the Planning and Zoning Commission, alongside reappointments. A public hearing was held for Resolution 2025-93 concerning amendments to the development code, focusing on allowing airports by right in the ally zoning district, permitting emergency medical service providers at the airport, eliminating annual permit certificates for mobile food vendors, and allowing places of worship by right in the general commercial zoning district. Resolution 2025-94 sought approval for a Series 9 liquor license for a local Safeway store to allow sampling events. Ordinance 2025-007 addressed legislative mandates requiring administrative review of subdivision plats, delegating this authority to the Development Review Committee (DRC) to expedite processes and comply with state law. Resolution 2025-008 proposed amending the noise ordinance to align with state law regarding construction hours during summer months (May 1st to October 15th), allowing earlier starts (5:00 a.m.) and concrete pouring, while maintaining the city's more restrictive 8:00 p.m. completion time. Resolution 2025-95 requested authorization to donate five surplus handheld radios to the Arizona Rangers to support their partnership in community event logistics.

The Sierra Vista City Council held a work session with several key agenda items. The council discussed the approval of the city, a resolution on an extension of premises, and an acquisition of control liquor license transfer for good to go stores LLC. The council discussed a building code update, aiming to simplify and streamline the amendments, lessen the economic impact, and remove downstream conflicts. The council also discussed an amendment to the vote development code relating to keeping a poultry in city limits.
