A. PURPOSE OF THIS REQUEST FOR PROPOSALS The purpose of the Request for Proposal (RFP) is to solicit proposals from qualified offerors who, by reason of their skill, knowledge, and experience, can furnish a technology system and solution for the Department of Homeland Security and Emergency Management's (DHSEM) Community Development Block Grant for Disaster Recovery (CDBG-DR) funded programs. DHSEM is the administrator of CDBG-DR funding in New Mexico. To be considered, a vendor's response must demonstrate proven experience and capability in providing a technology system that serves as a system of record for federally funded programs, including construction management, and as needed, other programs with similar purposes. DHSEM reserves the right to select a vendor to provide any or all these services. Vendors must remain in good standing with the Department of Homeland Security and Emergency Management (DHSEM) and the State of New Mexico. B. BACKGROUND INFORMATION The U.S. Department of Housing and Urban Development (HUD) issued two Community Development Block Grant for Disaster Recovery (CDBG-DR) allocations to the State of New Mexico to address post-disaster unmet needs resulting from the 2022 and 2024 events. The purpose of CDBG-DR is to support long-term disaster recovery by addressing unmet needs in disaster-impacted communities. Funding for the 2022 CDBG-DR allocation is authorized under the Disaster Relief Supplemental Appropriations Act, 2023, Public Law 117-328, Division N, Title X. Regulations for this CDBG-DR appropriation are detailed in applicable Federal Register Notices and HUD Universal Notice. Funding for the 2024 CDBG-DR allocation is authorized under Public Law 118-158. Regulations for this CDBG-DR appropriation are detailed in applicable Federal Register Notices and HUD Universal Notice. As the authorized agency for all statewide disaster response and recovery operations, DHSEM is the responsible entity for management of CDBG-DR. DHSEM implements disaster recovery efforts, including CDBG-DR, in coordination with the New Mexico Department of Finance and Administration (DFA), which is responsible for all annual, non-disaster Community Development Block Grant allocations. There is one program funded by the 2022 CDBG-DR allocation to New Mexico: the Building Resiliency Center (BRC), a one-stop, in-person resource for residents whose homes were damaged or destroyed by the Hermit's Peak/Calf Canyon fire under DR-4652-NM, serving residents in San Miguel County and Mora County. There are three programs funded by the 2024 CDBG-DR allocation to New Mexico: the New Mexico Home Recovery Program (HRP) to provide rehabilitation, reconstruction, and new construction services for impacted single-family residents; the Post-Disaster Infrastructure Investment Program (PDIIP) to provide capital investments for infrastructure projects that address disaster impacts and watershed stabilization; and the Disaster Resilience Planning Program (DRPP) to fund development of plans addressing post-disaster needs. Eligible applicants vary by program (residents, local units of government, non-profits, universities, etc.). Awarded contractors are allowed and encouraged to select local businesses for subcontracting opportunities whenever possible and are encouraged to recruit and provide subcontracting opportunities with Section 3, small, women-owned, and minority-owned businesses consistent with 2 CFR § 200.321. Pricing submitted in response to this RFP will be used to establish fixed fees and/or unit rates for defined deliverables. A comprehensive Scope of Work, mandatory and desirable specifications, contract terms, and submission requirements are provided in the RFP document. The TERM of the resulting contract(s) will be five (5) years with the option for two (2) one (1) year renewals for a total TERM not to exceed seven (7) years. DHSEM anticipates selecting one Offeror.
