The City Council meeting included several proclamations and recognitions. The Mayor proclaimed May as Brain Tumor Awareness Month to raise awareness and support for research. The Council also recognized the Teacher of the Year for the Newark Unified School District and the Classified Employee of the Year. Finally, the Council proclaimed National Water Safety Month, highlighting the role of the George M. Silamin Activity and Family Aquatic Center in providing community water safety and recreation.
The Planning Commission will review the 2026-2031 Capital Improvement Plan to determine its conformance with the General Plan. The meeting will also include a report regarding recent City Council actions.
The City Council conducted a closed session meeting to discuss existing litigation regarding the case San Francisco Baykeeper, et al. vs. City of Newark. Additionally, the Council engaged in discussions with real property negotiators concerning the price and terms for specific properties located on Stevenson Boulevard.

The Commission held a public hearing and approved a resolution finding that the sale of two city-owned parcels, located between Interstate 880 and 38600 Cedar Boulevard, is in conformance with the city's General Plan. Additionally, the Commission held a study session regarding the draft 2023-2031 Housing Element, which included an overview of the planning process, the Regional Housing Needs Allocation (RHNA) requirements, housing site inventory, and the development of housing goals, policies, and programs.
The council meeting included several presentations and proclamations, including recognition for urban forest volunteers, the proclamation of National Manufacturing Week, and the declaration of Cybersecurity Awareness Month. Additionally, a presentation was made regarding the Community Health Needs Assessment and the Community Health Improvement Plan for the next three years.
