The City Council meeting included the swearing-in ceremony for two fire department members promoted to the position of Lieutenant. A donation from Beans and Boots LLC to the Farmington Police Department's K9 program was acknowledged. The Council conducted a public hearing and approved an ordinance regarding the implementation of a new technology fee for online permit transactions. Additionally, the Council considered and discussed the rezoning of a property located at the intersection of Pilot Knob Road and 208th Street West from mixed-use to industrial to facilitate development.

The meeting included two public hearings and one discussion item. The first public hearing addressed a conditional use permit for the installation of a rooftop solar array at the Farmington Library, which was approved. The second public hearing involved the rezoning of five parcels at the intersection of Highway 50 and Pilot Knob Road from Mixed-Use Commercial Industrial to Industrial. Discussions included the potential impact on existing property tenants and concerns regarding screening, fencing requirements, and allowed uses under the new zoning designation.

The meeting began with a welcome to two new commission members and the election of a chair and vice chair, as it was the organizational meeting for February. Key discussion items included a zoning amendment request for a property located at 5465 212 Street West to permit major auto repair use for a potential tenant. Commissioners generally agreed that this request, which requires either a zoning code amendment or a rezoning, should be deferred until the comprehensive 2050 plan update and zoning code update processes are complete. The second discussion item involved a review of the Open Meeting Law, covering topics such as avoiding quorum gatherings outside of official meetings and the penalties for intentional violations. Staff also announced a special meeting scheduled for March 9th with the city council to discuss the comprehensive plan and zoning updates.

The meeting focused primarily on the final plat for Dakota Meadows Preserve, second edition, which comprises 46 single-family lots, bringing the total approved lots to 134 as per the preliminary plat approved in April 2025. Discussion covered lot sizes ranging from 4,261 to 7,182 square feet, setbacks, and the presence of five outlots (A through E), with Outlots A and C to be deeded to the city. Transportation access plans involving the extension of 223rd Street West and Deep Water Path were detailed. Regarding parks and trails, the commission agreed to take cash in lieu of park dedication, and plans were laid out for sidewalk construction and an 8-foot bituminous path. The engineering department recommended approval contingent upon satisfaction of all engineering comments for grading/utilities and the execution of a development contract. The developer confirmed agreement with conditions and provided updates on construction progress for the first phase and plans for future phases, including Outlot D. The meeting concluded with recognition and appreciation for two departing commission members.

The meeting began with the Pledge of Allegiance and a roll call. A significant portion of the meeting was dedicated to citizen comments, where speakers addressed the city council regarding the need for improved mental health support and resources for first responders, citing specific negative impacts and referencing prior concerns. The council also announced a decision made in a prior work session to strictly limit citizen comments to five minutes to maintain decorum, with a digital clock installed for adherence. In the consent agenda, the council approved appointments to various boards and commissions (Parks and Recreation Advisory Commission, Planning Commission, Rambling River Center Advisory Board, and Water Board) for terms starting February 1, 2026. Following the consent agenda, the council commenced discussion on item 122, a professional services agreement with WSB LLC for the Willow Street MSA Improvements project, which involves utilizing Municipal State Aid construction funds for roadway improvements.
