This document serves as a public hearing notice for a proposed amendment to the Town of Howey-in-the-Hills Comprehensive Plan. The amendment, designated as Ordinance No. 2025-003, updates various critical elements including Future Land Use, Transportation, Housing, Public Facilities, Conservation, Recreation and Open Space, Intergovernmental Coordination, Capital Improvements, Concurrency Management, Public School, Property Rights, and Definitions. The comprehensive plan was originally adopted by Ordinance No. 2024-09, and this amendment is based on an evaluation and appraisal of its contents to ensure ongoing relevance and compliance with Florida Statutes.

This Water Conservation Plan establishes the strategic direction for improving water use efficiency for the Town of Howey-in-the-Hills. It addresses increasing water demand and groundwater allocations, outlining a path forward to meet Consumptive Use Permit (CUP) renewal requirements. Key components include comprehensive public education and outreach programs, updated irrigation standards, indoor conservation initiatives, a water conservation rate structure, and a robust water loss control program, all designed to adapt to changing water use patterns and community growth.

The Town Council meeting addressed several key issues, including a presentation on a crosswalk safety study, discussions on financing options for Water Treatment Plant No. 3, and considerations for the holiday meeting schedule. The council also discussed wastewater capacity allocation, condominium and cooperative building repair and inspection, and fire and sprinkler permitting. Updates were provided on regional transportation issues, legislative policy efforts, and various town projects.

The meeting addressed the dedication of Number Two Road, a minor amendment to the Hillside Grove PUD Phase 2, the process for elevation approvals, and a parking space agreement. The council discussed the transfer of Number Two Road to the town, modifications to lot widths and residential units in Hillside Grove, and whether elevation approvals should remain with the Planning and Zoning Board. A parking space agreement related to the redevelopment of 101 South Palm Ave was also discussed, along with the ratification of the Police Chief hiring.

Concerns were raised about a vehicle parking near an intersection, the town's gas public service tax, and a disturbance in Talichet.
