The Commission reviewed and provided edits to the Capital Facilities Element and the Utilities Element of the Comprehensive Plan. Discussion regarding the Capital Facilities Element included infrastructure needs such as water systems, transportation, public safety, and recreation facilities, as well as new regulatory requirements for a stormwater management plan due to population growth. The review of the Utilities Element addressed the regulation and coordination of public and private utility services, including the consideration of adding maps for power lines, gas pipelines, and cell towers.

The meeting focused on the update of the Comprehensive Plan, specifically addressing the Land Use Element and the Housing Element. Discussions regarding the Land Use Element involved updating policies for open space corridors, critical areas, and integrating environmental justice, fire safety, and wildfire preparedness measures. The Housing Element discussion highlighted the need for affordable and diverse housing options, including accessory dwelling units, to address low vacancy rates and rising costs. The Commission also reviewed objectives to preserve existing housing, expand infrastructure, and align housing strategies with state requirements and the 2023 Housing Action Plan.

The meeting included an update on the legislative session, covering secured project funding, new legislation, and the impact of the Climate Commitment Act. Council members prioritized community assets for the Climate Element of the Comprehensive Plan. Various resolutions were moved for consideration, including a bid acceptance for the Country Park Well project, the declaration of police department property as surplus for auction, and contract amendments and renewals for indigent defense services. Additionally, updates were provided regarding the Public Safety Committee's facility project, the Unsung Hero Committee, and the upcoming Grandview Night Glow event.

Key business items addressed and approved included authorizing an addendum to an interlocal agreement for inmate housing, declaring firearms and police department property as surplus for disposal, approving a partnership agreement for the One Book, One Coast project, and authorizing an interlocal agreement for municipal court services.
