Rhode Island Energy's tariff filing to utilize RGGI funds for A-60 rate class relief, effective February 1, 2023, was approved. The LTC Recovery Factor credit of $0.00267 per kWh, effective January 1, 2023, was approved. Significant discussion occurred regarding Rhode Island Energy's 2023 Energy Efficiency Program Plan, resulting in directives to file a plan for ramping up electric resistance to heat pump conversions, budget reallocations towards this study, and modifications to gas program budgets. Allocations to OER and EEMRC budgets were approved, and the Company was required to file an updated spending forecast by June 30, 2023. Finally, the Commission directed the Company to refund $20 million of underspent ratepayer funds to customers over January, February, and March 2023.
